  The remnants of Tropical Storm Ernesto will begin impacting the area during the early morning hours Saturday, and continuing into the afternoon.  At this time, the National Weather Service believes we are likely to see around 2 inches of rain, with the possibility of 3 to even 4 inches in some areas.
   
  The biggest concern with this system is the potential for flash flooding, as a large amount of rain could fall in a very short time frame.  The heaviest precipitation is expected roughly between the hours of 8 a.m. and 2 p.m.  Creeks and streams will rise rapidly, giving those who live in flood prone areas a very short amount of time to react.  The National Weather Service has issued a Flash Flood Watch (the text of which is below).  Warnings may be issued if flooding becomes imminent.
   
  River flooding is also possible, but less likely unless there are widespread rainfall amounts over 2 inches in the Chenango County area.
   
  Residents who live near creeks and streams should be completing their preparations now.  If you live in a flood prone area, you should monitor NOAA Weather Radio or your local radio or television station for the latest information and possible warnings.   NEW YORK BY AROUND DAYBREAK...AND THE FINGER LAKES REGION BY
  LATE SATURDAY MORNING. AREAS OF HEAVY RAINFALL ARE EXPECTED TO
  DEVELOP LATE TONIGHT AND DURING THE DAY SATURDAY. FOR MOST OF
  THE WATCH AREA...UP TO 2 INCHES OF RAIN IS EXPECTED WITHIN A 12
  HOUR PERIOD...FROM LATE TONIGHT THROUGH LATE IN THE DAY
  SATURDAY. OVER PORTIONS OF THE FINGER LAKES REGION IN NEW
  YORK...AND ALSO IN THE CATSKILL AND POCONO MOUNTAINS...LOCALIZED
  HEAVIER RAINFALL TOTALS OF 3 TO 4 INCHES ARE POSSIBLE.

* GIVEN ABOVE NORMAL RIVER LEVELS AND SOIL MOISTURE...PROJECTED
  RAINFALL COULD INITIATE FLOODING OF SMALLER STREAMS AND
  CREEKS...AS WELL AS FASTER RESPONDING HEADWATERS OF THE MAIN
  STEM RIVERS. IF RAINFALL TOTALS OF 3 TO 4 INCHES BECOME MORE
  WIDESPREAD...SIGNIFICANT FLOODING ALONG THE MAIN STEM RIVERS
  COULD RESULT.

PEOPLE IN AND NEAR THE WATCH AREA SHOULD MONITOR THE SITUATION...AND
BE PREPARED TO TAKE IMMEDIATE ACTION IF FLOODING OCCURS...OR A
WARNING IS ISSUED. A FLASH FLOOD WATCH MEANS THAT CONDITIONS MAY
DEVELOP THAT LEAD TO FLASH FLOODING. FLASH FLOODING IS A VERY
DANGEROUS SITUATION.
