The Norwich Emergency Management Office is tasked with administering a program of Comprehensive Emergency Management, designed to reduce the vulnerability of the citizens and the community to damage, to injury, and to loss of life and property by providing a system for the mitigation of, preparedness for, response to, and recovery from, natural or man-made disasters. It is the lead organization in coordinating disaster response for the effective management of emergencies in the City of Norwich.
Norwich is exposed to many hazards, which have the potential for disrupting the community, causing damage and creating casualties. Natural hazards include floods and severe storms. The City also faces the threat of hazardous material accidents involving the transportation and storage of chemicals. To address these potential threats, the Emergency Management Office publishes the City's emergency management plan. This plan provides the framework upon which the City of Norwich prepares for, responds to and performs its emergency response functions during times of natural, man made disasters or national emergencies. The department also provides public education and training. They plan and hold training exercises with City departments and outside agencies. They advise the public through the media, the Emergency Alert System (EAS), social media and this website about the severity of the emergency and the response and recovery under way. In addition they are available to make presentations to civic and business groups on emergency preparedness.
